Project Manager

Charlie Halford

Charlie Halford is Project Manager at the Dublin European Law Institute and DCU Brexit Institute, where he coordinates the delivery of the Institute’s portfolio of EU-funded research, including Jean Monnet Networks, Jean Monnet Centres of Excellence, and Horizon Europe initiatives on the future of Europe.

His work spans a series of major EU-funded projects. He supports PROSPER, a three-year Jean Monnet Network (2025–2028) linking 12 academic institutions across the EU to strengthen knowledge-sharing and address the Union’s economic resilience in the face of globalisation, climate change and geopolitical change. He also works on COMPETE, DELI’s Jean Monnet Centre of Excellence examining how the EU’s regulatory, fiscal and financial frameworks can drive competitiveness, in line with the Letta and Draghi reports on the EU internal market.  He also contributes to ALCIDE, an initiative launched in response to shifting transatlantic dynamics that brings together scholars and policymakers to explore the legal options for deeper European defence integration.

Charlie holds a degree from DCU’s School of Communications and has completed an LL.M. in European Law. His research interests include EU constitutional law, governance and the scope of EU executive power, and media freedom. He has previously served as a visiting researcher at the Centre for European, Comparative and Constitutional Legal Studies at the University of Copenhagen, and at the Faculty of Law, Federal University of Rio de Janeiro.
